I received a paper copy of this a few days ago and understood it was embargoed so I didn't post it. But now I'm starting to receive it over email as a .pdf, so I figure it's out there already and that readers of this blog should get the chance to read it. My first thoughts on this are very positive.

That picture raised Holy Hell when it was posted last time. Briefly the narrative given out: That solider had been deployed prior, was yanked back on IRR even though he had problems that should have precluded deployment.

Karma wise it is most unwise to mock the unfortunate and their afflictions.

Lest misfortune befall you, and mockery rather than sympathy be your fate.

I shall have to remember not to thank the next Marine I see for his service. Not.

Sorry if I am too harsh on the USMC. I don't really dislike them even a little. But we're past operation macho man this many years in....or disparaging people for physical appearance. Yes, he should lose some weight. On the other hand grow the f*ck up. That never should have made it to the web.

But as someone pointed out and I was informed of an identical case - IRR, had problems, yanked back in - and I still don't see any manning problem other than misallocation of manpower in the Army necessitating those callups - and was deployed anyway.

I don't want to keep a-warring on this...but let's realize that there's some damn good troops who kept pushing thru post IED migraines that turned out to be TBI - and who are having a real hard time 1) living and 2) keeping the weight off because 3) they keep forgetting where the hell they are. The case I'm referring to fits that description.

Abu - thanks for posting. Just downloaded the PDF from Scribd and skimmed it. Just from the TofC alone it strikes me as the most radical re-think of US strategic posture since MAD and Bomber LeMay. Is there any chance you and your buds are going to parse it out in soundbytes and logic structure for us congenitally disadvantaged? Plays nicely with Gates Doctrine (surprise) and the restructuring of procurement and acquisition from heavy tech weapons to this new posture. Amazing that they were able to get that thru.

Now on implementation - how does this related to the shortfalls in Unified Action, i.e. the resources, skills, doctrine and operational capabilities to do the other half? As far as I know that's still largely missing in action and continues to be under-resourced.

NB: this QDR strikes me as in line with what US foreign policy should be:

Brave New World: Constructive Engagement and US Foreign Policy
Middle East Solutions: Issues, Relationships, Frameworks and Approaches
