On Friday, January 25, 2019, the Center for a New American Security (CNAS) hosted a discussion on how state actors like North Korea and Iran exploit licit and illicit financial networks to support their domestic weapons and nuclear programs. The event coincided with the release of a new CNAS report, Financial Networks of Mass Destruction, by Elizabeth Rosenberg, Neil Bhatiya, Claire Groden, and Ashley Feng.
The panel was moderated by Elizabeth Rosenberg (Senior Fellow and Director of the CNAS Energy, Economics, and Security Program) and featured:
- Norman T. Roule, Senior Advisor, Counter Extremism Project and United Against Nuclear Iran, and former National Intelligence Manager for Iran
- Daniel L. Glaser, Principal, Financial Integrity Network, and former Assistant Secretary for Terrorist Financing and Financial Crimes
- Sarah Runge, Global FCC Regulatory Strategy, Credit Suisse, and former Director of the Office of Strategic Policy, Terrorist Financing and Financial Crimes
This panel outlined the risk of proliferation finance and how states and independent groups are exploiting existing financial networks, and outlined steps for the United States and the international community to take to combat this threat.
