On March 26, the Center for a New American Security hosted an event marking the release of a new report, Autonomy and International Stability: Confidence-Building Measures for Uncrewed Systems in the Indo-Pacific by Defense Program Adjunct Senior Fellow Thomas Shugart. With heightened tensions between the United States and China, and war underway in Europe, military forces worldwide are increasingly adopting uncrewed (unmanned) systems for a tactical edge. As uncrewed systems increasingly incorporate autonomy, the risk of accidents, miscalculation, and inadvertent escalation in contested areas is a real possibility. The report considers how confidence-building measures in air and maritime domains could bolster global stability in the use of uncrewed systems. The event featured a conversation between the author and Executive Vice President and Director of Studies Paul Scharre.
