Convened in October 2023, the CNAS Defense Technology Task Force sought to address how the Department of Defense can best deliver relevant, urgent capabilities to U.S. warfighters at speed and scale from traditional and nontraditional sources using existing authorities, policies, and procedures. By bringing together experts from across the field—including government, industry, academia, and investment—the task force built upon the strong body of existing work on the defense innovation ecosystem and learned key lessons from a diverse set of defense and national security stakeholders.
Over the course of six meetings, the Defense Technology Task Force heard from current and past practitioners about their successes and failures with defense innovation. Leveraging these discussions, the authors concluded that while the Department of Defense is able to deliver relevant, urgent capabilities to U.S. warfighters at speed and scale, it fails to do so in a regular, institutionalized fashion.
On October 18 CNAS hosted a virtual panel on the findings discussed in Integration for Innovation: A Report of the CNAS Defense Technology Task Force. The panel featured the report authors and tri-chairs of the CNAS Defense Technology Task Force: the Honorable Robert O. Work, former deputy secretary of defense; the Honorable Ellen Lord, former under secretary of defense for acquisition and sustainment; and Michael Brown, former director of the Defense Innovation Unit. Former Defense Fellow and Executive Director of the Defense Technology Task Force Andrew Metrick moderated the panel.
