Charles Morrison

Charles Morrison is the Legislative Director for Rep. Mike Gallagher (R-WI). In this capacity, he oversees Rep. Gallagher’s legislative agenda and serves as staff lead on national security issues, including the office’s work on the House Armed Services Committee. He focuses on the U.S.-China competition, especially conventional deterrence and emerging issues in technology and security. He has published widely on defense and international affairs, and previously worked in national security at the AmericanEnterprise Institute and in the private sector.

Charles earned his M.A. in Security Studies from Georgetown University’s Walsh School of Foreign Service and holds a B.A. in International Relations from Tufts University.
