Daniel Oates

Daniel Oates serves as a Global Technology Policy Advisor at the State Department’s Bureau of Cyberspace and Digital Policy. For over a decade he has represented the United States on digital economy and technology policy in international fora. He has led negotiations on artificial intelligence (AI) at the International Telecommunication Union, on data free flow with trust at the G20, and on cloud computing in APEC.

He now leads a team focused on digital policy engagement in multilateral organizations like the G7, G20, OECD, APEC, and the United Nations. He also focuses on AI policy, having co-led the Department’s AI policy coordination group since 2016. Recently he helped negotiate a code of conduct on AI endorsed by G7 Leaders, setting international norms for responsible AI development. Dan's execution of tech diplomacy has been recognized through over a dozen awards, including for leadership and strategic vision. Previously he has served in the State Department’s Economic Bureau, the Office of the Science and Technology Adviser to the Secretary of State, and the White House Office of Science and Technology Policy.

Dan is from Miami, Florida, and has a Master’s degree of Engineering and Public Policy from the University of Maryland, and a Bachelor’s degree in Physics and Mathematics from Indiana University. He has also completed executive education at Harvard Business School focused on leadership and addressing enterprise-level challenges. In addition to his international work, Dan is also deeply involved in his local community and serves as president of his neighborhood association.
