Jarett Monterio is a Supervisory Special Agent in the Federal Bureau of Investigation (FBI) Office of Congressional Affairs (OCA) at FBI Headquarters. He is the FBI representative to the U.S. Senate Select Committee on Intelligence, U.S. Senate Committee on Armed Services, and U.S. Senate leadership where he serves as the liaison for all national security and cyber matters within FBI jurisdiction. Drawing on his decade-long federal law enforcement and intelligence career across two agencies, Jarett has a tested and proven ability to navigate bureaucracy, motivate others to be their best, find ways to yes, and accomplish objectives.

Prior to his OCA role, Jarett was a Special Agent in the FBI New York Field Office where he was assigned to the Counterintelligence and Cyber Division. He specialized in complex national security investigations and leveraged sophisticated covert and overt investigative techniques, in partnership with other members of the Intelligence Community and international partners. As a result of his case work, Jarett received a citation for special achievement from FBI Director Christopher Wray. Prior to his counterintelligence work, Jarett was assigned to the New York Special Operations Division where he operated on a special surveillance team tasked with monitoring individuals suspected of engaging in illegal narcotic, white-collar, intelligence and/or terrorism activities.

In addition to his case duties, Jarett was the founder of the FBI Global Affairs Collective. The Collective is a select group of future FBI leaders and critical thinkers who seek a multidimensional understanding of the intersection of U.S. national security and foreign policy. As founder, he developed and hosted a distinguished speaker series that engaged with leading voices in global affairs.

Prior to the FBI, Jarett was a Special Agent in the Drug Enforcement Administration (DEA). He was a member of the New York Organized Crime Drug Enforcement Strike Force where he investigated drug trafficking organizations on a national and international level. He gained valuable experience collaborating with local, state, federal, and international law enforcement and intelligence community partners. He received an award for investigative excellence from the U.S. Attorney’s Office for the Southern District of New York after a major case takedown that made national news.

Prior to his government service, Jarett was a Consultant at BLX Group (a wholly owned subsidiary of the international law firm Orrick Herrington & Sutcliffe LLP). He provided post-issuance tax compliance services for non-profits and municipalities that issued tax-exempt bonds. He worked closely with some of the nation’s leading tax attorneys to ensure IRS compliance.

Jarett is a firm believer in the transformative power of education. He obtained a Master of Advanced Study (M.A.S.) degree from the Yale University Jackson School of Global Affairs where he was one of only nine students admitted into the M.A.S. program. He studied U.S.-Russia-China relations in the context of great power competition, the practice of intelligence, and their implications for U.S. national security. He was a member of the Schmidt Program on Artificial Intelligence (AI), Emerging Technologies, and National Power, a student participant in the 2023 Yale Cyber Leadership Forum, and was selected as an expert panelist in the inaugural 2023 Yale-Renmin University Track II Dialogue regarding AI and U.S.-China geopolitical/tech competition. He obtained an M.S. with Distinction in Enterprise Risk Management from St. John’s University (SJU) Tobin College of Business where he was selected for the Greenberg School of Risk Management’s most competitive fellowship, the Insurance Leader of the Year (ILOTY) Fellowship. He obtained his B.S. cum laude in Business/Business Economics from New York University Stern School of Business.

Jarett was raised in Torrington, Connecticut by a strong single mother. He is a proud father, husband, avid reader, runner, and Council on Foreign Relations Term Member. He is a passionate supporter of the FBI Agents Association (FBIAA) where he served for several years as the elected representative for hundreds of Special Agents of the New York chapter working to advance and safeguard the careers, economic interests, employment conditions, and welfare of FBI Special Agents and their families.
