Julissa Milligan Walsh

Julissa Milligan Walsh is the Counselor to the Chairman of the Privacy and Civil Liberties Oversight Board, an independent agency tasked with ensuring that the Executive Branch’s efforts to protect the nation from terrorism appropriately balance privacy and civil liberties.

Before joining the Board, she served on the faculty of the Boston University Law School/MIT Technology Law Clinic, a cross-university program advising MIT technologists on legal risks arising from innovative research and start-ups. Ms. Walsh previously represented technology companies in litigation and regulatory enforcement actions at Perkins Coie LLP; provided legal advice related to counterterrorism investigations at the Justice Department’s National Security Division; and served as a law clerk in the Intelligence Community. Prior to law school, Ms. Walsh researched foreign policy issues at the American Enterprise Institute.

Ms. Walsh received her JD from Harvard Law School, where she was the editor-in-chief of the Harvard National Security Journal.
