Research Areas
Shana Mansbach is a writer and policy advisor focusing on the intersection of technology and foreign policy. She currently serves as a special government employee at the National Security Commission on Emerging Biotechnology, where she helps educate Congress, the administration, and the public on the need for a federal biotechnology strategy to advance U.S. national and economic security priorities. Prior to this role, she served as campaign speechwriter to Vice President Kamala Harris, following over a decade in government. From 2022 to 2024, she was senior advisor to Secretary of State Antony J Blinken, where she counseled and wrote on a range of foreign policy priorities, with a focus on critical and emerging technologies and U.S.-China competition. Previously, she was a member of House Speaker Nancy Pelosi's senior leadership team, serving as her deputy director of communications, where she led communications strategy for all House Democratic legislation relating to foreign affairs, financial services, and science, space, and technology, including the CHIPS and Science Act. She began her time in the Speaker's Office as her director of speechwriting, writing remarks for major legislative campaigns including the American Recovery Act, Bipartisan Infrastructure Law, and Inflation Reduction Act. Shana began her career in public service as a speechwriter to Secretary of State John Kerry; prior to entering government, she was a public policy consultant and freelance ghostwriter for several books on emerging technologies. Shana graduated summa cum laude from the University of Pennsylvania.
