But he’s stepping into a job where the shifting demands of a mercurial president proved too much for his predecessor, Rex Tillerson, who once ran the world’s biggest oil company. And he’ll have to find a way to balance President Donald Trump’s demands for budget cuts with staff expectations that he’ll have their backs.
