Key Points
- Secretary of Defense Chuck Hagel is backing a new technology offset initiative
- The effort includes establishing a Long-Range Research & Development Planning Program
The US Department of Defense's (DoD's) efforts to build a new plan for encouraging the creation of leap-ahead technology was boosted on 3 September with the support of Secretary of Defense Chuck Hagel, who devoted a major policy speech to the process.
The plan was sparked by the arrival of Deputy Secretary Robert Work at the Pentagon, and is beginning to take shape as a new acquisition doctrine moves towards release, and a research and development initiative from the 1970s is set to be recycled.
