The potential for AI-induced chaos is real. A civilian AI system could accidentally do “something disastrous … shutting down electricity grids or changing satellite orbits in such a way that it creates a collision or interrupts crucial service,” said Jacob Stokes, former national security staffer for then-Vice President Biden and currently a senior fellow focused on China at the Center for a New American Security.

The Biden administration has taken steps to try to monitor what foreign countries, including China, are doing with AI. They include a draft rule proposed in January that would require U.S. cloud firms to notify the government when foreign clients use cloud computing to “train the most powerful [AI] models, which could be used for malign activity,” the White House said in a statement in January.
