“There is active research happening on how to solve this problem and allow training to be done in a more decentralized way,” says Tim Fist, an incoming fellow at the Center for A New American Security, a Washington D.C. think tank. “In the case of China, they’re probably going to be willing to spend lots of money on this because of the economic and national security implications.”
