Will China and Russia Stay Aligned?

We at Foreign Affairs have recently published a number of pieces on China and Russia, their emerging partnership, and whether this alignment will last. To complement these articles, we decided to ask a broad pool of experts for their take. As with previous surveys, we approached dozens of authorities with specialized expertise relevant to the question at hand, together with leading generalists in the field. Participants were asked to state whether they agreed or disagreed with a proposition and to rate their confidence level in their opinion. Their answers are below.

Andrea Kendall-Taylor: "China and Russia are and will remain aligned in their view of the United States as their most important challenge. Putin’s invasion of Ukraine is likely to only deepen that partnership. Russia now has no choice but to be all in with China. That puts Xi in the driver’s seat. I expect, as we saw after Putin’s invasion of Ukraine in 2014, that Beijing’s initially cautious support for Russia’s current invasion will evolve into bolder backing once the international spotlight moves away from events in Ukraine."
