New CNAS Report: Operationalizing the Quad

Washington, June 30, 2022—Today, the Center for a New American Security (CNAS) released a new report, Operationalizing the Quad, from authors Lisa Curtis, Senior Fellow and Director of the Indo-Pacific Security Program; Jacob Stokes, Fellow in the Indo-Pacific Security Program; Joshua Fitt, Associate Fellow in the Indo-Pacific Security Program; and CDR Andrew J. Adams, Senior Military Fellow.

In the report, the authors assess Quad activities and the progress the group (which consists of Australia, India, Japan, and the United States) has made toward its stated objective of promoting a free and open Indo-Pacific.

The report also provides policy recommendations for strengthening Quad cooperation across the six identified priority areas (vaccines, critical and emerging technologies, climate change, infrastructure, space, and cybersecurity) as well as on trade and economics and security and defense.

“Within 18 months, the Quad has transformed from being an informal gathering of countries without a clear agenda to a premiere group that is poised to shape the economic, technological, and maritime future of the Indo-Pacific,” write the authors.

Through assessing the most pressing needs of the region, the four Quad countries have developed a robust set of initiatives. The authors assert that to build the momentum the Quad needs to live up to its full potential, it must now start to deliver on its pledges.
