CNAS' Abraham Denmark kicks off day two of the conference on the U.S.-Japan alliance by moderating a panel on governance of the global commons featuring Masakazu Toyoda, Secretary General of Japan's Secretariat for Headquarters for Space Policy; Vice Admiral Kideaki Kaneda (Ret.) of the Okazaki Institute; Takako Hikotani of the National Defense Academy of Japan, Rear Admiral (sel) Mark Montgomery of the Office of the CNO, and CNAS' Robert Kaplan.
